No people have been added

Hi there,
we have a service where several people have been added, some have accepted, two are still pending. I (as administrator) see everything OK (teams and individuals), but a user that can "view all" only sees one entry (Moderation) and the message "No people have been added", while the icons above clearly show, that 6 people have confirmed and 2 are pending. (Screenshot available on request) Is this a bug or do we have a faulty setup?
