Media Library, list view. (1) vertical scroll bar position (2) show date column

In the Media Library, in the list view, the vertical scroll bar is not in the correct place - this means that the header row disappears when scrolled down. Ideally the header row should always remain on the top row - so that the 'with selected' actions (add tag, remove tag, save to cloud, remove from cloud, delete) always remain visible.

Secondly - it would be nice if a 'date' column could also be added (date modified).
