Service order movements/cue linking

It would be useful in the service order to be able to have items linked to each other underneath headers, so that when headers are shifted around everything under them goes too. We have different facilitators week to week who like to change the order around, but don't necessarily need to know the ins and outs of all of the Presenter cues and prompts (banner overlays etc.). Inevitably if a header is shifted around, e.g., a facilitator decides to move the 'notices' slot to later in the service, someone has to go back in and re-arrange/correct everything in the background.
