Admin able to add unavailable dates for others

Not all users are particularly tech savvy and prefer to let us know in person when they are not available, meaning we currently need to cross-reference pieces of paper as well as the dates from the users that have been able to use the system.

This feature is now available. Go to People and make those edits on the user's page.
